Court Okays (Continued From Page 1) matter what war, although I certainly object to the Vietnam war," he declared. Welsh, 29, said he hopes other young men will benefit from the court's ruling.

He said although he is not an atheist, he belongs to no church and has no religious belief on which he bases his opposition to service. "I just brought him up to turn the other cheek and so said his mother, Beverly Welsh, in a telphone interview. "He was brought up in a church but he didn't use the church as a gimmick to get out of Welsh attended Sunday school at a Christian Science Church. The important thing, Black said, is that Welsh adhered to his beliefs with a strength comparable to that of traditionally deeply religious people. Even though his objection to war was undeniably based in part on his perception of world politics, Black said, he is entitled to be exempt under the draft law.

Chief Justice Warren E. Burger and Justices Potter Stewart and Byron R. White dissented. White, speaking for the three, said: "I cannot join today's construction of section 6 (of the draft law) extending draft exemption to those who disclaim religious objections to war and whose views about war represent a purely personal code arising not from religious training and belief as the statute quires but from readings in philosophy, history and sociology. WASHINGTON (AP) The Supreme Court ruled 8 to 0 today local draft boards must reopen registrants' classification cases when new and serious exemption claims are made which are unrefuted by previous information.

Such a brand new look at their cases must be made, the court added, when new factual allegations are presented which, if true, would be sufficient to grant the reclassification. The court said the boards need not reopen the cases "where the claim is plainly incredible, or where, even if true, it would not warrant reclassification, or where the claim has already been passed on, or where the claim itself is conclusively refuted by other information in the applicant's file." WASHINGTON (AP) The Supreme Court ruled 8 to 0 today that Maryland may not deny the vote in state and local elections to persons living on federal installations. The decision, given by Justice Thurgood Marshall, applies evidently to federal enclaves and installations in all states. Maryland had appealed to the court from a precedent-setting opinion handed down by three federal judges in Baltimore federal court in January 1969 on a suit brought by 12 of the 500 residents of the National Institutes of Health (NIH) in Bethesda. 2 MONDAY, 2 JUNE 15, 1970 Deaths And Miss McDaniel CAMDEN Services for Miss Ola McDaniel, 92, will be at 10:30 a.m.

NEW YORK (AP) Stock market prices continned to make significant gains in unusually slow trading this afternoon. At 2 p.m. the Dow Jones average of 30 industrials was up 5.00 at 689.21. Advancing issues held a moderate lead over decuners. Analysts view the market's recent action favorably.

They are optimistic that stock prices are on the rebound from the down trend in prices last week. The light volume indicates that buying is still selective, brokers said, and that big investors are maintaining a cautious attitude. Other analysts pointed out that many investors may hesitate to take much market action before President Nixon's speech on the economy. The speech is scheduled for delivery some time this week.
